Unauthorized changes

Our company made changes to our original 401k plan without notifying us. Originally we could make loans againist our investment. Now we cannot do so. Several employee's want to withdrawl and move our money into an individual 401k through our banks. We are being told that we can not rollover unless we terminate our employeement, retire or can recieve some type of a hardship loan. We are only wanting to place our money into a plan that better suits us since the changes were made without notification. Please help.
