Here is the address where you would file (http://www.irs.gov/publications/p54/ch01.html#d0e1 094):
If any of the following situations apply to you, file your return with the:
Department of the Treasury
Internal Revenue Service Center
Austin, TX 73301-0215
You claim the foreign earned income exclusion.
You claim the foreign housing exclusion or deduction.
You live in a foreign country.
The exclusions and the deduction are explained in chapter 4.
If you do not know where your legal residence is and you do not have a principal place of business in the United States, you can file with the Austin Service Center.
However, you should not file with the Austin Service Center if you are a bona fide resident of the U.S. Virgin Islands, Guam, or the Commonwealth of the Northern Mariana Islands during your entire tax year.
You may be eligible for other tax credit, you can check out here to see if these can apply to you:

Yes, it is.
I was advise by our attorney that we need to file this form with IRS and the address should the same as where I file my income tax return.
I have been living in overseas this years, so I will need to file 1040-X I believe, so I am looking for the IRS address for 1040-X tax Payers.
I am US resident alien, and currently living in Asia, so do you know where is the address that I am supposed to file my 1040X?

If you look on page 2 under the "If you live in" table in the 8th row it says:
...or the virgin islands; HAVE A FOREIGN ADDRESS; are a dual... use this address: Department of the Treasury, International Revenue Service, Austin, TX, 73301-0215, USA

One more question, is 1040-X the right form that I am supposed to file for my situation?
if it is not what is the form that I am supposed to file.
I am a bit confused it seems that 1040 is the form for the correction of 1040?

Sorry thought you were just looking for the address. You will send your form to the address in Austin Texas listed about, but you will fill out a 2555 or a 2555 EZ.
Here are the conditions to fill out the 2555 EZ - if these don't apply then you must fill out the 2555 form:
You must be a US citizen or a resident alien
Earned wages/salaries in a foreign country
Had a total foreign income of $85,700 or less
Are filling for a return that covers a 12-month period
Do not have self-employment income
Do not have business/moving expenses
Do not claim foreign housing exclusion or deduction
It's just like the 1040 or 1040 EZ - if you don't have a house or business expenses to deduct you can use the 1040, but those forms are for money made in the US. You will need to use the 2555 or 2555-EZ depending on your circumstances!
