If you are 51 1/2 years of age can you withdraw from your retirement fund without the 15% penalty?

Due to financial hardship, we need to withdraw our retirement savings at Thrivent to pay off our home so we do not lose it to foreclosure. My husband is the owner of the retirement funds and he will be 51 1/2 on February 25, 2008. I remembered learning something about the age of 51 1/2 and no penalty when I studied to become licensed to sell insurance.
