Governing regs. for simple IRA accounts

Are Simple IRA accounts regulated the same as 401K accounts? My employer signed an agreement to match my contributions for 2008. They have not contributed a red-dime. Also, the money withdrawn from my payroll check for my Simple IRA has not been put into my IRA account. PLEASE HELP!
