Can i take a portion of my 401k w/out penalty?

I have 2 401k's and i desperately need money to pay off
credit card debt. Can i get any money out of my 401k's

First .. how old are you? Are you still working for the company?
You can only withdraw funds for a few reasons.. and if you are under 59 1/2 you will pay 20% tax and be subject to a 10% early withdrawal penalty.
The only way around the penalty is if you are A: Permanently disabled or B: Over 59 1/2 (or 55 and terminated)
If you are still working for the company, you may be able to Borrow against the account..
SOme plans allow for Hardship withdrawals, but credit card bills will not qualify..
Needs a little more info to advise specifically..
But if you are still working, under 59 1/2 and not disabled, you cannot just pull money out..
And the penalty will apply if you are under the above mentioned ages.

I am 66 and have a 401k my house needs insulation and siding, cant i draw from my 401k.

While it would be easy just to say that you can withdraw your 401K money with no penalty at all, it is important to realize that you can only do so if certain conditions are met. In order to successfully withdraw your money without being subject to the 10% early withdrawal penalty, you must be older than 59 1/2 years old. When you are younger than 59 1/2 years old, you will also pay a 20% tax on top of the 10% early withdrawal penalty.

Based on your age alone, I would have to say that you would be able to successfully withdrawal your money from your 401K. Unfortunately, we would also need to know if you are still employed by the company in which you have your 401K through. For those who are under 59 1/2 years old, they will not be able to withdrawal their money until they achieve those conditions.
