Can a nonspouse beneficiary rollover an inherited 401K from a person who died in 2005?

2006 Pension Protection Act allowed nonspouse beneficiaries to rollover 401K if the plan allowed. 2008 (?) Congress amended the Act to all 401K plans. I previously heard that the law was only effective for beneficiaries of a person who died in 2006 & after. What is the rule and are there other limitations?
