401k disrtribution at 59 1/2 and still employed

I am 59 1/2. I now that I have a right to receive a destribiution of my 401k plan account (I am still employeed) .Unfortunatly my company where I am employeed, informed me that they have an agreement with 401k plan provied. There is an information that employee is not allowed to start distributions at 59 1/2. it means that i have to wait until 62. please advise if it's legall to have this kind of agreement? I have turned 59 1/2 and I am still employed.
