I want to move 401k money from C/street to vanguard, but I also have a loan from 401K. Can this money be moved?

I have $100K+ at Citistreet. It is through a previous employers plan & would like to move it to Vanguard. All my other accounts are with them & I want it all together.
I also have an $18K loan from this plan & we make month payments. Can I still move thsi money? Can I move all but $36K (loan balance is 50%)? Can I move it money and send payments to Citistreet or Vanguard? Thanks
