I am currently trying to have my 401k rolled to my ira, i am over 65 and close to retiring what laws govern

What laws govern 401k rollover. Is the plan administrator (employer and and/or the company that holds the plan) goverened by laws as to timely transfer of funds, or are their internal plan restrictions that govern request for rollover.
